- ADPs have skills and knowledge that can be used instead of inviting experts from abroad;
- Shift to gas engines, instead of petroleum engines, save finances;
- Authorize the Team and marz leaders to sign contracts under their powers;
- Make the procurement process local;
- Create special groups from each ADP for experience sharing and planning of work on a rotational basis;
- Reopen summer and winter schools which contribute to;
- Empower TDF capacities in the communities in order to increase their efficiency;
- Central Planning of WVA activities, budget, in order to avoide formalities, and give an opportunity to individual child development;
- Before large-scale projects, implement pilots, and only afterwards replicate;
- Award for the champion ADP on a quarterly basis, in order to increase competitiveness;
- Revise ADP evaluation terms, reduce.
